Council Commissions and Committees

The City Council has established various commissions, committees, and boards that oversee a variety of city issues:

Auburn residents may apply for an appointment to a commission, committee, or board.

Arts Commission

The goal of the Arts Commission is to foster and promote the visual and performing arts in Auburn. Responsibilities of the commission are to:

  • Provide to the City Council a comprehensive inventory of parcels of publicly-owned property and structures for which there is a potential for visual artworks to be placed;
  • Provide for the selection and placement of visual artworks supported, in whole or in part, by public funds;
  • Catalog visual artworks owned by the city and recommend maintenance, protection, relocation, alteration, removal and disposition of same;
  • Review and recommend funding sources including, but not limited to, grants and donations; (Commission may solicit such funding sources on behalf of the city. Any grant application made on behalf of the city shall be approved by the City Council. Funds shall be deposited with the city and allocated for Commission use);
  • Submit an annual budget for approval by the City Council; (City Council must approve the budget prior to expenditure);
  • Promote art awareness and encourage private initiative in the arts;
  • Review and propose methods and policies to strengthen, enhance and support local visual and performing artists and organizations;
  • Work with other individuals and organizations to support art festivals and contests in the business districts;
  • Review and make recommendations to the City Council on the request of any individual or non-city organization to:
    • Provide displays in any public building, park, or city facility;
    • Promote visual and performing artworks in conjunction with city parks and recreation programs and location;
    • Donate artworks for public display or performance; and
    • Provide a space or building exterior for outdoor visual artworks.
  • Appoint committees, study groups, art jurors, consultants and volunteers to work under its direction.

A Public Art Catalogue has been completed by the Arts Commission. The catalogue describes artworks that are in public view in the Auburn area. Catalogues are available for viewing or checkout at the City Manager's office at Auburn City Hall. The catalogue is also offered for purchase at a cost of $20.

Economic Development Commission

The goal of the Economic Development Commission (EDC) is to enhance the City of Auburn's business environment and economic base while preserving and enhancing the social, natural, and financial resources of our community. Responsibilities of the commission are to:

  • Design and promote an economic development plan based on the needs and views of the businesses and residential community.
  • Facilitate the creation of jobs in the city in both existing and new businesses.
  • Champion assistance to new and existing businesses.
  • Promote the city as a destination point with emphasis on lodging, food, recreation, entertainment, and the arts. For additional information, refer to the Economic Development Commission Request for Funding Application.
  • Encourage doing business locally.
  • Advise the City Council, City Manager, and Community Development Director on economic development matters.
  • Enable more attention to be given to economic issues and opportunities.
  • Provide a greater opportunity for citizen participation in the affairs of city government.

Endurance Capital Committee

On April 14, 2003, the Auburn City Council declared the City of Auburn as the "Endurance Capital of the World." The documented history of the endurance competitions goes back more than 50 years. More details are available at www.auburnendurancecapital.com.

The Endurance Capital Committee is a committee of nine members appointed by the City Council. It was established to help raise the level of endurance awareness by showcasing endurance, athletic and outdoor sporting activities that take place in and around Auburn; by promoting Auburn as a destination point for endurance and outdoor activities; by promoting a healthier lifestyle; by strengthening existing events and attracting new events to Auburn; and by assisting with the overall economic well being of Auburn.

Historic Design Review Commission

The Historic Design Review Commission (HDRC) reviews requests for new development, exterior site and building additions and alterations, signs, and building materials and colors for properties within the Old Town Historic District and Downtown Historic District. A map illustrating the limits of the Old Town and Downtown Historic Districts are available from the Community Development Department at 1225 Lincoln Way, Room 3.

The HDRC meets on the first and third Tuesdays of the month at 6:00 p.m. The meetings are held in the City Council Chamber at 1225 Lincoln Way. Actions taken by the HDRC can be appealed to the Auburn City Council. Library Advisory Board

The Library Advisory Board advises and makes recommendations to the Placer County Board of Supervisors concerning policies and procedures for the operation of the county free library system. Planning Commission

The Planning Commission has the authority to approve, conditionally approve, or deny design review permits, use permits, subdivision maps, parcel maps, variances, and associated environmental determinations. The Planning Commission is also empowered to hear appeals of decisions made by the Community Development Director and the Public Works Director. All actions of the Planning Commission are final unless appealed to the City Council within 10 days of the commission's action. If appealed, the decision is reviewed by the City Council, and the City Council's decision is final.

The Planning Commission also serves in an advisory capacity to the City Council on other planning matters. The Planning Commission reviews and makes recommendations to the City Council on rezone requests, general plan amendments, and ordinance amendments. All Planning Commission recommendations are forwarded to the City Council for final action.

The Planning Commission meets on the first and third Tuesdays of the month at 6:00 p.m. The meetings are held in the City Council Chambers at 1225 Lincoln Way. The Planning Commission may also hold "special meetings" at other times, subject to separate public notice of these times. Telecommunications Commission

The responsibilities of the Telecommunications Commission are to:

  • Monitor franchise contract compliance by Starstream Communications, the city's cable television provider, and report on the status of compliance
  • Review reports filed by Starstream Communications
  • Assist in performing rate regulation as provided under federal and state Laws
  • Make recommendations to the city
  • Receive, investigate and mediate unresolved customer service complaints
  • Assist in annual financial audit of franchise fees for Starstream Communications
  • Encourage the widest and most innovative development of telecommunications service to the public

ACTV

Auburn Community Televison (ACTV) is a nonprofit corporation which operates Channels 19, 20 and 21 on the Starstream Communications cable system. It reaches more than 7,000 households in the Auburn area. As a public access channel, its purpose is to empower Auburn area individuals, organizations and groups to imagine, create and produce their own television programs. It provides a place (studio and editing facilities) and the means (camera equipment and editing systems) to create locally produced television content to transmit to the rest of the community and outlying regions. The ACTV studio is located on the campus of Placer High School, 275 Orange, Auburn.

Traffic Committee

The Traffic Committee consists of the one City Council member, one Planning Commissioner, the City Manager, Police Chief, and Public Works Director.
